Organizational Structure

  
The Hrvatski zavod za zaposljavanje (HZZ) was established under the Act on Employment Mediation and Unemployment Entitlements (Official Gazette 80/08, 94/09, 121/10, 25/12, 118/12, 12/13 - consolidated text, 153/13) as a public institution owned by the Republic of Croatia with the task of resolving employment and unemployment related issues in the broadest sense of the terms. The headquarters of the Hrvatski zavod za zaposljavanje are in Zagreb, at Radnicka cesta 1, where the Central Office is located.

The HZZ performs its activities through the Central Office, 5 Regional Centres, 17 Regional Offices and 99 Local Offices, providing the whole territory of the Republic of Croatia with its services.

The following organizational units are established in the HZZ:
  • Office of the Director General,
  • Sector for the Labour Market and Employment Policies,
  • Sector for Financial Management,
  • Legal Affairs Sector,
  • Sector for Analytics and Information Technology,
  • independent departments.
 
CENTRAL OFFICE


The tasks of the Central Office are:
  • to coordinate and supervise the implementation of the Act, the Statute and other general legal acts of the HZZ;
  • to monitor, analyse and study the economic, social and other trends, employment and unemployment, their mutual relations; and to propose employment incentive measures;
  • to establish uniform standards, procedures, methodology and instruments for business operations of Regional Offices;
  • to draw up guidelines for business operations; coordinate and supervise the activities in the area of employment mediation, vocational guidance, training, active labour market policy, and in the area of claiming and exercising unemployment entitlements;
  • to propose a Work Plan of the HZZ;
  • to prepare statutory reports and other reports on the business operations of the HZZ, necessary for making business decisions;
  • to take decisions about unemployment entitlements in the first instance applying the EU regulations on the coordination of social security systems;
  • to implement international agreements on social insurance in the part related to unemployment entitlements;
  • to implement international agreements on employment, exchange the data on job vacancies within the network of the European Employment Service (EURES);
  • to place Croatian citizens abroad and to assist them in exercising their rights;
  • to plan the revenues, to plan the allocation of resources obtained from employment contributions and other resources defined by law;
  • to manage the HZZ assets and run property-related legal affairs connected with the HZZ assets;
  • to formulate proposals of general acts for the implementation of the Act as well as other HZZ general legal acts;
  • to issue informative expert publications;
  • to prepare meetings of the HZZ bodies and give official statements to the media;
  • to perform administrative and technical activities and other activities provided by the general act on the HZZ internal organization;
  • to perform other duties established under the Act, Statute and general acts of the HZZ.
 
REGIONAL CENTRES

Regional Centres are:
  • Regional Centre Osijek, with the headquarters in Osijek,
  • Regional Centre Rijeka, with the headquarters in Rijeka,
  • Regional Centre Split, with the headquarters in Split,
  • Regional Centre Varazdin, with the headquarters in Varazdin,
  • Regional Centre Zagreb, with the headquarters in Zagreb.
The Regional Centres perform the following tasks:
  • keep records on unemployed persons, other jobseekers and other persons who use the HZZ services;
  • perform employment mediation between employers and jobseekers, take note of the demand for workers, do the follow-up on their employment, thereby cooperating with employers and other legal and natural persons dealing with employment mediation;
  • provide services to employers, according to their specific requirements, with the reimbursement of costs;
  • organize and carry out employment preparation in cooperation with employers, educational institutions and other legal entities;
  • implement active labour market policy;
  • cooperate with social partners and other labour market stakeholders;
  • implement international agreements on employment, exchange the data on job vacancies within the network of the European Employment Service (EURES);
  • perform the activities of the Migration Information Centre (MIC) - information centres for migrant workers;
  • perform employment mediation services for Croatian citizens abroad and assist them in exercising their rights;
  • take decisions about unemployment entitlements in the first instance and make payments on the basis of the decisions;
  • represent the HZZ in litigation,
  • train the HZZ employees,
  • carry out some public procurement procedures;
  • issue regional informative expert publications;
  • supervise the work of Regional Offices;
  • perform other duties established by the Act, Statute and HZZ legal acts.
 
REGIONAL OFFICES

Regional Offices are:

Regional Office Bjelovar, with the headquarters in Bjelovar,
Regional Office Cakovec, with the headquarters in Cakovec,
Regional Office Dubrovnik, with the headquarters in Dubrovnik,
Regional Office Gospic, with the headquarters in Gospic,
Regional Office Karlovac, with the headquarters in Karlovac,
Regional Office Krapina, with the headquarters in Krapina,
Regional Office Krizevci, with the headquarters in Krizevci
Regional Office Kutina, with the headquarters in Kutina,
Regional Office Pozega, with the headquarters in Pozega,
Regional Office Pula, with the headquarters in Pula,
Regional Office Sisak, with the headquarters in Sisak,
Regional Office Slavonski Brod, with the headquarters in Slavonski Brod,
Regional Office Sibenik, with the headquarters in Sibenik,
Regional Office Vinkovci, with the headquarters in Vinkovci,
Regional Office Virovitica, with the headquarters in Virovitica,
Regional Office Vukovar, with the headquarters in Vukovar,
Regional Office Zadar, with the headquarters in Zadar.

Each Regional Centre and Regional Office has their Local Offices: there are 99 Local Offices in total. In this way, the main objectives and functions of the HZZ are met and fulfilled throughout the territory of the Republic of Croatia.
