DEPARTMENT FOR FINANCING AND CONTRACTING OF EU PROJECTS (CES DFC) within Croatian Employment Service was established by the Decision of the Managing Board on July 27th 2007. It acts as Implementing Body within IPA Component IV ''Human Resources Development''. 
CES DFC, as a part of operational structure, participates in implementation of Operational Programme ''Human Resources Development 2007-2013'' within IPA programme. This OP is a programme framework for the use of EU financial assets in the field of employement, education and social inclusion.
Operational structure responsible for managing ad implementation of the Operational Programme “Human Resources Development” consists of
ROLE of CES DFC, acting as Implementing Body, is contracting and monitoring of contract implementation for projects in the field of employment and social inclusion.
Activities which Department performs consist of tendering, contracting, monitoring of project implementation and disbursement of EU financial assets to the contractor, who satisfies all tender criteria, who was evaluated to be the most favourable in financial aspect and is therefore selected for financing.
In implementation of IPA Programme CES DFC deals with following types of contracts:
• Service contract,
• Supply contract,
• Grant contract. 
MISION of CES DFC is to contribute to Human Resources Development in Croatia by efficiently and effectively managing EU funds aimed at increasing employment and strengthening social cohesion.
STRUCTURE OF THE DEPARTMENT is defined with Amendments on the Ordinance on the Internal Organisation of the Croatian Employment Service from December 2009.
The Department consists of:
• Tender Preparation and Contract Implementation Division in the field of Employment
• Tender Preparation and Contract Implementation Division in the field of Social Inclusion
• Tender Evaluation and Contracting Division
• Finance and Accounting Division
• Quality Assurance Division
