In the case of candidate countries, the European Union finances projects which aim for full harmonization of national legislation with the acquis communautaire, full application of harmonized legislation, and preparation for implementation of EU cohesion and agricultural policies.
The IPA programme is made up of the following five components:
Operational Programme Human Resources Development
Component IV of the IPA programme supports measures directed at promoting employment, education and social inclusion and; as a predecessor to the European Social Fund, finances projects in the field of social cohesion aimed to achieve objective set out in the European Employment Strategy. The ultimate goal of IPA Component IV is to prepare Croatia for a satisfactory level of absorption of funds from the European Social Fund. Through Component IV of the IPA, the ESF does not just prepare the state and public institutions, but also a wide range of potential beneficiaries, such as local and regional authorities, civil society organizations, social partners and others.
The European Commission has earmarked the Republic of Croatia EUR 95,04 million for the implementation of IPA Component IV in the period 2007-2013. Partial funding is intended for the building of institutional capacity in the form of service contracts. Through the allocation of grant awards a wide range of beneficiaries finance projects in the area of employment, education and social inclusion. In our

The situation analysis made during the preparation of the OP indicates the needs for intensive work with groups affected by high unemployment; compliance of educational programs with labor market needs and principles of lifelong learning, and the need to implement specific measures for persons who have difficulties accessing labour market due to social exlusion. In order to create new and better jobs, the program will deal with a limited number of priorities essential for social and economic cohesion.
Management and implementation of the Operational Programme Human Resources Development is under the jurisdiction of Operating Structure that consists of five institutions:

Ministry of Labour and Pension System as the Head of Operating Structure, responsible for the implementation of the overall OP and, at the same time for certain priorities / measures

Ministry of Science, Education and Sports, Ministry of Social Policy and Youth and Government's Office for Cooperation with NGO's act as bodies competent for the specific priorities / measures within the OP.

Croatian Employment Service, Agency for Vocational Education and Adult Education and National Foundation for Civil Society Development have the role of implementing bodies of Operating Structure.
Given the relatively low level of assistance available under this Component, the Operational Programme will focus on a limited number of priorities and associated measures with built-in capacity for further elaboration and development within the future European Social Fund, in which will be available significant financial resources.
