A key element of public administration reform is the development of human resources of public administration employees, which should contribute to increasing the efficiency and the development of public administration.
The CES is in the process of transformation into a modern, highly professionalized, efficient and transparent institution, adapted to the needs of society and citizens. Accordingly, it implements digital transformation through an application - an HR solution that includes digitized processes for the management and development of human resources.
In accordance with the current business strategy of the CES, the goals for the development and management of human resources were revised and strategic guidelines were adopted. The development goals are the following:
- To develop the competencies of middle management and counsellors
- To implement digitalization and digital transformation of business processes
- To upgrade the technological prerequisites for digital transformation
- To develop competencies for the production and communication of digital content
In addition, emphasis is on the empowerment of CES employees in the form of professional training and upskilling. Since the CES is a client-oriented institution, such investment in employees aims to provide clients with quality services in accordance with rules and regulations. In addition to helping clients, the CES also takes care of its employees by ensuring their labour law statuses and rights, because one of our goals is to have a satisfied employee, and to make the CES a desirable employer. Employees of the CES have numerous rights and benefits based on valid collective agreements. Furthermore, the CES, as an employer, takes care and enables its employees to maintain a balance between their business obligations and private life.
The above-mentioned goals also include the development of strategic management of human resources, with a focus on programs that enhance the knowledge, skills and abilities of employees, the professional development of newly employed counsellors, the development of basic business management skills and the establishment of a hybrid (online/onsite) Education Centre for the implementation of these activities.
