Organisational Structure

The Croatian Employment Service (hereinafter: the CES) was established under the Labour Market Act ("Official Gazette" No. 118/2018) as a public institution owned by the Republic of Croatia with the task of solving issues related to employment and unemployment in the broadest sense of those terms.

The CES performs its activities through the Central Office, 4 Regional Centres, 18 Regional Offices and 99 local offices, providing the whole territory of the Republic of Croatia with its services.

The following organizational units are established in the CES:

  • Director's General Office
  • Sector for Labour Market and Employment Policies
  • Financial Management Sector
  • Legal Affairs Sector
  • Analysis and IT Sector
  • Independent departments

Director General

Ante Lončar, mag. iur.

The Director General Deputy of the CES is Ivana Mehle, BA in Primary Education (mag. prim. educ.)

The Director General of CES has five assistants:

  • For the labour market and employment policies: Ivana Šimek, B. Sc. Crim.
  • For financial management: Dragan Marinčić, B. Sc. Econ.
  • For legal affairs: Jasminka Vukušić, mag. iur.
  • For analytics and informatics: Roland Čop, B. Sc. electrical engineering
  • For financing and contracting EU projects: Ante Džapo, mag. Econ.

Central Office

In the Central Office, the following is performed:

  • coordination and supervision of the implementation of the Act, the Statute and other general acts of the CES
  • monitoring, analysing and researching economic, social and other trends, employment, employment and unemployment, their mutual influences, and proposing measures to increase employment, establishing unique standards, procedures, methodology and tools for professional work for regional offices
  • creation of work instructions, and coordination and supervision of employment mediation and vocational guidance
  • preparation of statutory reports and other reports on the CES operations necessary for making business decisions
  • resolution of all cases regarding unemployment rights in the first instanceby applying the legal regulations of the European Union on the coordination of the social security system
  • implementation of international agreements on employment, and exchange of data on job vacancies within the network of European Employment Services (EURES)
  • employment of Croatian citizens abroad and to assist them to exercise their rights
  • income planning, and planning the funds allocation generated on the basis of employment contributions and from other sources for the purposes defined by the Act
  • management of the CES assets, and the implementation of the property-related legal affairs
  • formulation of the proposals of general acts for the implementation of the Act as well as other CES general legal acts
  • issuing of professional and informative publications
  • preparing the meetings of the CES bodies and issuing official announcements through the means of public communication
  • administrative and technical activities and other activities determined by the general act on the CES internal organization
  • carry to completion of other duties established under the Act, Statute and general acts of the CES

Regional Centres

Regional Centres are as follows:

  • Regional Centre Osijek, with headquarters in Osijek
  • Regional Centre Rijeka, with headquarters in Rijeka
  • Regional Centre Split, with headquarters in Split
  • Regional Centre Zagreb, with headquarters in Zagreb

The Regional Centres perform the following tasks:

  • Records keeping on unemployed persons, other jobseekers and other persons who use the CES services
  • provision of employment mediation between employers and jobseekers, actively monitors the needs of workers and their employment status; also coordinates the employers and other legal and natural persons in employment mediation
  • provision of services to employers, according to their specific requirements, with the reimbursement of costs
  • cooperation with employers, educational institutions and other legal entities, organizes and carries out preparation for employment
  • implementation of active labour market policy measures
  • cooperation with social partners and other labour market stakeholders
  • implementation of international contracts on employment and exchange of information on vacancies within the European Employment Services (EURES) network, performing the work of the Migration Information Centre (MIC) - information centres for migrant workers
  • performing mediation activities in the employment of Croatian citizens abroad and exercising their rights
  • resolution of all cases regarding unemployment rights in the first instance and provision of payments on the basis of procedures
  • represent the CES in litigation
  • education of employees
  • implementation of public procurement procedures
  • publication of regional professional and informative publications
  • supervision of the Regional Office’s performance
  • carry to completion of other duties established under the Act, Statute and general acts of the CES

Each Regional Centre and Regional Office have local offices. There are a total of 99 local offices, and due to that, the main objectives and functions of the CES are met and fulfilled throughout the territory of the Republic of Croatia.
