Organisational Structure

The Croatian Employment Service – CES (Croatian: Hrvatski zavod za zapošljavanje – HZZ) is established under the Labour Market Act (Official Gazette 118/2018) as a public institution owned by the Republic of Croatia with the task of resolving employment and unemployment related issues in the broadest sense of the terms.

The CES performs its activities through the Central Office, 4 Regional Centres, 18 Regional Offices and 99 local offices, providing the whole territory of the Republic of Croatia with its services.

The following organizational units are established in the CES:

  • Director General’s Office,
  • Sector for the Labour Market and Employment Policies,
  • Sector for Financial Management,
  • Legal Affairs Sector,
  • Sector for Analytics and Information Technology,
  • Independent departments.

Central Office

The tasks of the Central Office are as follows:

  • to coordinate and supervise the implementation of the Act, the Statute and other general legal acts of the CES;
  • to monitor, analyse and study economic, social and other trends, employment and unemployment, their interconnection; and to propose employment incentive measures;
  • o establish uniform standards, procedures, methodology and instruments for business operations of the Regional Offices;
  • to draw up guidelines for business operations; coordinate and supervise the activities in the area of employment mediation, vocational guidance, training, active labour market policy, and in the area of claiming and exercising unemployment entitlements;
  • to draw up the CES Work Plan;
  • to prepare statutory reports and other reports on the CES business operations, necessary for making business decisions;
  • to take decisions about unemployment entitlements in the first instance, applying the EU regulations on the coordination of social security systems;
  • to implement international agreements on social insurance in the part related to unemployment entitlements;
  • to implement international agreements on employment, exchange the data on job vacancies within the network of the European Employment Service (EURES);
  • to place Croatian citizens abroad and to assist them in exercising their rights;
  • to plan the revenues, to plan the allocation of resources obtained from employment contributions and other resources defined by law;
  • to manage the CES assets and run its property-related legal affairs;
  • to formulate proposals of general acts for the implementation of the Act as well as other CES general legal acts;
  • to issue informative expert publications;
  • to prepare meetings of the CES bodies and give official statements to the media;
  • to perform administrative and technical activities and other activities as stipulated by the general act on the CES internal organization;
  • to perform other duties established under the Act, Statute and general acts of the CES.


Regional Centres

Regional Centres are as follows:

  • Regional Centre Osijek
  • Regional Centre Rijeka
  • Regional Centre Split
  • Regional Centre Varaždin
  • Regional Centre Zagreb

The Regional Centres perform the following tasks:

  • keep records on unemployed persons, other jobseekers and other persons who use the CES services;
  • perform employment mediation between employers and jobseekers, take note of the demand for workers, do the follow-up on their employment,
  • thereby cooperating with employers and other legal and natural persons dealing with employment mediation;
  • provide services to employers, according to their specific requirements, with the reimbursement of costs;
  • rganize and carry out employment preparation in cooperation with employers, educational institutions and other legal entities;
  • implement active labour market policy;
  • cooperate with social partners and other labour market stakeholders;
  • implement international agreements on employment, exchange the data on job vacancies within the network of the European Employment Service (EURES);
  • perform the activities of the Migration Information Centre (MIC) - information centres for migrant workers;
  • perform employment mediation services for Croatian citizens abroad and assist them in exercising their rights;
  • take decisions about unemployment entitlements in the first instance and make payments on the basis of the decisions;
  • represent the CES in litigation,
  • train the CES members of staff,
  • carry out some public procurement procedures;
  • issue regional informative expert publications;
  • supervise the work of Regional Offices;
  • perform other duties established by the Act, Statute and CES legal acts.

Each Regional Centre and Regional Office have their local offices: there are 99 local offices in total. In this way, the main objectives and functions of the CES are met and fulfilled throughout the territory of the Republic of Croatia.
